Beginning September 7, 2021, Canada is opening its borders to international travelers who qualify as fully vaccinated against COVID-19 for non-essential travel.
The Canada Border Services Agency confirmed on their site that beginning 12:01 EDT on September 7, 2021, foreign nationals who have been fully vaccinated are allowed to enter Canada for non-essential travel, provided they meet the following criteria:

They must be fully vaccinated. The traveler must show proof of complete vaccination, or a combination of vaccines that are recognized and accepted by the Government of Canada. The traveller must have completed their vaccination at least 14 days prior to their arrival in Canada.

The vaccines currently accepted by the Government of Canada are those manufactured by: Pfizer-BioNTech, Moderna, AstraZeneca/ COVISHIELD, and Johnson & Johnson.

Travelers must have a valid pre-arrival COVID-19 molecular test result taken no more than 72 hours before their scheduled flight. Antigen tests or “rapid tests” are not accepted.

Travelers must be asymptomatic.

Travelers must submit their mandatory information via the ArriveCAN app or website.

Travelers must be admissible under the Immigration and Refugee Protection Act.

If selected, they must take a COVID-19 test on arrival.
